SPRINGFIELD – Among the nearly two dozen bills Gov. Bruce Rauner signed Friday are measures addressing firearm owners, license plate fees and sanitary districts.
One bill which is now law changes regulations concerning the Firearm Owners Identification Card, including allowing someone to acquire or possess a firearm or ammunition with only a valid concealed carry license, rather than having the FOID card. The measure also refines disclosure requirements during an investigative stop, including allowing police to secure the firearm upon request. The measure also allows for a concealed carry card carrier to carry a loaded firearm in the immediate area surrounding their vehicle in a prohibited parking lot, but only for storing or retrieving the firearm in the vehicle’s trunk.
Another measure signed by Rauner allows for anyone returning from a combat mission in the Armed Forces to have their vehicle registration waived for the next scheduled renewal, but that doesn’t apply to specialty, personalized or vanity license plates.
Another measure allows for a sanitary district in large jurisdictions that have no employees and no revenue bond indebtedness to dissolve. The measure also allows for the liquidation of property to distribute remaining monies to the municipalities taking over for the sanitary districts.
