BLOOMINGTON – Bloomington is hearing the public’s view on a proposed TIF district meant to provide economic incentives for many properties along the north part of Empire Street between Towanda Avenue and Veterans Parkway.
Donna Boelen said she doesn’t like it.
“The TIF process arguably leads to favoritism for political connections, which happens often in Bloomington,” Boelen said.”
Alton Franklin said it’s a great system, if you’re well connected.
“It becomes one-hand-washes-the-other and it’s great, but by the way, who is going to pay for the additional infrastructure wear and tear that’s caused by the redevelopment?” Franklin asked. “Oh, that’s right, the taxpayers.”
Mayor Tari Renner said the city will make sure it uses the TIF district wisely.
“Many of our contracts over many generations did not protect us,” Renner said. “We’re going to write contracts and agreements that are pursuing smart, economic growth in the future.”
The Colonial Plaza Shopping Center is included in the proposal, along with Bloomington High School and Bloomington Junior High. District 87 Superintendent Barry Reilly said he has concerns about the potential length of the TIF district being 23 years.
A vote on the TIF district is expected Feb. 22.
