2 McLean County workers charged with theft, misconduct

BLOOMINGTON – Two McLean County maintenance workers have been charged with theft and official misconduct.

Richard Gilliam, 47, and Michael Glass, 32, both of Normal, were in a Bloomington courtroom Thursday afternoon to face the charges.

McLean County State’s Attorney Jason Chambers said both men are accused of stealing the county’s cleaning supplies, while Glass allegedly did some work for a private business on government time.

“He accepted payments to perform cleaning services for a non-McLean County office during hours in which he was being paid to clean McLean County offices and in doing so, utilized McLean County supplies and equipment,” Chambers said.

Gilliam allegedly ordered extra cleaning supplies that weren’t needed so he could get personal gifts from vendors.

Gilliam, who worked as a supervisor in building maintenance allegedly stole more than $500 in cleaning supplies. Glass, a lower-level administrator, allegedly stole less than $500 in supplies.

County Administrator Bill Wasson said the employment status of the two men is under review.

Chambers said theft charges like these must be taken seriously, especially when it involves government employees.

“Government bodies are struggling right now, this is taxpayer money,” Chambers said. “This isn’t free stuff.”

Chambers said the McLean County Sheriff’s Office was notified of the charges in May, but it’s not clear how long the alleged misconduct has occurred.

The two men are being held in the McLean County Jail.
