Former inmate at Pekin’s federal prison indicted for killing another inmate in 2023

PEORIA, Ill. (WMBD) — A former federal inmate at Pekin’s federal prison was indicted this week for allegedly beating another man to death in 2023 while both were inmates.

Nestor Lugo, 32, was indicted by a federal grand jury sitting in Peoria, on the single count of voluntary manslaughter in connection with a Nov. 6, 2023, death of someone with the initials “D.K.T.”

Federal officials will not comment on who that person was but on Nov. 6, 2023, an inmate, 67-year-old David Tran, was reported to be killed while he was being held at FCI Pekin.

At the time, officials said it was due to a “perceived altercation” with another inmate.

Few details were contained in the one-paragraph charge except that Lugo “upon a sudden quarrel and heat of passion, knowingly did kill D.K.T. by beating him to death.”

At the time, Tran was serving a 35-year prison term for child porn at the time of his death. Based upon federal court records, it appears he was sentenced 62 months in prison for a federal weapons conviction.

The federal Bureau of Prisons inmate locator indicated he was to be released in June. Lugo is currently being held at a federal facility in Springfield, Mo.

According to U.S. code, the penalty for voluntary manslaughter is up to 15 years in prison.

It was not immediately clear, based on online federal court records, when Lugo would appear in court on the charge.
