Illinois Municipal League shares legislative wish list for 2023

SPRINGFIELD – The state quit giving municipalities a ten-percent slice of the state income tax a number of years ago. And the cities, towns, and villages of Illinois have not stopped asking for it back.

Restoration of the Local Government Distributive Fund – LGDF – again tops the list of priorities the Illinois Municipal League has for the legislature. 

“For state fiscal year 2023, the General Assembly increased the local government’s share to 6.16 percent of individual (state) income tax collections,” said Cathy Adduci, IML president and village president of River Forest. “Of course, any increase is good, but in order to properly support municipalities, a larger increase and a path back to a ten percent (are) needed.”

Another priority is a measure of pension relief. “IML is again proposing to extend the amortization schedule for public safety pension funds to the end of municipal fiscal year 2050 or later. This would provide immediate relief to our communities and taxpayers who continue to face skyrocketing pension payments.”
