NORMAL – Normal’s Town Council will have its eye on the hole in Uptown Circle tonight.
The council will consider a contract with a Chicago-based architectural firm to design offices on the second floor of the new building that will be built across the street from Uptown Station.
Tartan Realty of Chicago is planning a five-story mixed-use building with a first-floor restaurant, second-floor offices and luxury apartments on the third, fourth and fifth floors.

“Upscale, urban living style apartments that we hope will appeal to the non-student population,” councilwoman Kathleen Lorenz said. “Just to give options to maybe young professionals, empty-nesters, people of that sort.”
Eckenhoff Saunders Architects of Chicago would be paid $70,000 for the design work.
Construction is expected to begin later this summer which a targeted completion in late 2017.
