SPRINGFIELD – An Illinois appeals court has ruled that a sex offender from Bloomington was properly released without conditions last year.
The 4th District appeals court in Springfield agreed with a ruling in McLean County in the case of John Guthrie,38, who had been held for 20 years after a judge ruled that Guthrie was a sexually dangerous person when he was charged with sexually assaulting a minor girl. A psychiatrist issued a report last year that Guthrie did not have a mental health disorder.
McLean County Judge Rebecca Foley later released Guthrie without conditions. He was never convicted but was required to register as a sex offender.
