Bloomington considers TIF study, city manager raise

BLOOMINGTON – Bloomington alderman will look at approving a feasibility study Monday for a possible Tax Increment Finance, or TIF, district in a southwest part of downtown near U.S. Cellular Coliseum.

TIF districts create economic incentives to encourage development in the area they’re created.

“Basically, what the feasibility study entails is a consultant going around and examining each of the properties in person, documenting instances of dilapidation, deterioration, blight,” Economic Development Coordinator Austin Grammer said.

Grammer added the incentives could help with the building of a downtown hotel in that area.

The council will also be considering raising city manager David Hales’ salary by 2.3 percent to $185,000, and extending his contract through July 2018.
