NPD arrest two on child sex abuse charges

NORMAL – Two people have been arrested on charges related to the sexual abuse of a victim under the age of 13.

Kevin Maurer and Elisabeth Kinzie, both 37, of Normal were arrested Monday. Maurer is accused of sexually abusing the victim while Kinzie is charged with permitting the abuse and not reporting it.

Normal Police Chief Rick Bleichner said the couple were caretakers for the child.

"The arrestees knew the victim in this case and they were in a position of trust or authority over this individual," he said.

No bond has been set, pending a court appearance.
