Cooperative police efforts have suffered because Bloomington and Normal are on seperate radio systems. Normal Police Chief Kent Crutcher says the two agencies work well together, but efforts to jointly attack gang crimes suffered a bit of a setback 18 months ago. He says Normal pulled its officers from a so-called "pro-active gang" unit because a patch, designed to help Normal officers on digital radios, to communicate with Bloomington's analog radios, didn't work well enough.

That lack of communication was also raised as an issue in the recent gun scare at State Farm.

Bloomington Police Spokesman Duane Moss says when Normal withdrew its officers from the joint pro-active unit,it also cited as a reason, a need to devote officers to efforts in its own community.
