Zangerle says the number goes straight to PATH, a local social service agency. To be chosen as a pilot location, PATH had to prove it could handle the financial responsibility because the government doesn't provide money to start up the service.   The 211 pilot program runs for one year. Residents in the areas participating can start calling the number July 1.
