Federal regulators reject Enbridge's request

It might be a small victory for landowners trying to stop a proposed oil pipeline from being built in Central Illinois. The Federal Energy Regulatory Commission has denied Enbridge's request to impose tariffs on shippers to help pay for the pipeline's construction. Opposition attorney Tom Pliura says it seemed unfair that Enbridge was trying to force shippers to pay for the pipeline--even if they didn't use it.

Pliura called Enbridge's request 'highly unusual.' Enbridge spokesman Joe Martucci agreed but said it might still work, as the company considers revising its request a second time.

Martucci says the ruling should not affect Illinois Commerce Commission hearings on Enbridge's eminent domain request, which will be heard in July.
