SPRINGFIELD, IL - Governor Blagojevich's office says its appealing a ruling from a judge's ruling that keeps it from enrolling people in an expanded health care program he launched without legislative approval. Thousands of people already have joined the program.

The Democratic governor tried to pass a major health care expansion last year, but lawmakers refused to go along. Blagojevich decided to expand his FamilyCare program anyway so that people with higher incomes could get state health insurance.

That led to a lawsuit, and a judge last month ordered Blagojevich to stop adding people. Blagojevich has now complied but is appealing the judge's ruling.
