Bloomington man charged with intimidating judges

BLOOMINGTON - A Bloomington man who has been banned from Bloomington police headquarters now faces charged that he has tried to intimidate two judges.

Kevin Simpson, 46, faces felony charges of intimidation and harassment by telephone. Authorities say Simpson called 11th Judicial Circuit Chief Judge Elizabeth Robb twice in December and demanded that a hearing be set in his child custody case. He also reportedly called Associate Judge Casey Costigan on two separate occasions and made intimidating remarks.

Simpson is jailed on a $75,000 bond.  

Simpson is a former Pantagraph reporter who has sued a number of law enforcement officials and prosecuting attorneys in McLean County for alleged misconduct, stemming from his 2011 arrest. Simpson was acquitted in February of charges that he had tried to intimidate his neighbors.

Bloomington Police Department banned Simpson from non-emergency visits to the police station, claiming Simpson has a history of harassing employees.
