NORMAL - The Normal Town Council will consider the next fiscal year budget for adoption Monday night, and the public has a chance to weigh in first.

A public hearing will be held at 7 p.m. There are a few fee increases included in the plan starting with before and after school programs and a $1 increase for admission to the Normal Theater. Normal will also be spending more on roads.

"Next year, for street resurfacing we have $1.8 million, which is an increase substantially by the council," said City Manager Mark Peterson. "That seems like a much smaller amount than Bloomington, but it's because our roads are generally in better condition."

Bloomington's City Council recently increased the 2014 fiscal year budget for roads to $4 million, but the city has a $60 million backlog of streets that need work.

Peterson said with the additional money, all priority one streets will be addressed in the community.

Other budget points include personnel changes in departments such as Parks and Recreation, Facility and Energy Management and Public Works.

"Park Maintenance has taken on a lot more responsibilities and they haven't had any full-time staff in a few years," said Peterson. "This was really necessary."

Before and after-school programs fee will increase by $15 in some areas.

Also up for consideration Monday night is an indemnification agreement which would protect Uptown Circle Development from legal action from the site's former developer - One Main Development.
