Hynes: Quinn borrowing $900 million is rash

Dan Hynes says he can't sign off on Governor Quinn's plan to borrow $900 millio

      Comptroller Dan Hynes says Illinois needs some cash but doesn't think borrowing $900 million is the answer. Governor Quinn announced the borrowing idea last week but Hynes says he can't sign off on it because he hasn't seen the plan yet. Hynes says the state has a stack of bills worth $3.5 billion that it can't pay.

     Hynes says even though he is running against Governor Quinn in the Democratic primary for governor, he will not base his opinion about the governor's borrowing plan on political implications.

      The comptroller and treasurer must sign off on this type of borrowing; approval from the General Assembly is not needed. Quinn says the plan would be to pay the money back by the end of the fiscal year, June 30th. Hynes and Quinn are facing each other in the Democratic primary for governor.
